WebKit on Windows (WinCairo) sometimes appends the default `en-US` to an explicit fetch `Accept-Language: de` header, so the server receives `de, en-US` instead of `de`. Scope a narrow fixme to webkit-on-Windows; the test still runs on every other engine and OS. DB evidence (rolling window, per-run final verdict): fails only on `webkit-windows-latest` — 64 failed / 43 passed of 107 runs (59.8%), first fail 2026-07-21, last fail 2026-07-29. Every other webkit bot is clean: webkit-ubuntu-22.04-node20 0/190, webkit-macos-15-large 0/103, webkit-macos-15-xlarge 0/107, tracing-webkit 0/115. Error is always `expect(received).toBe(expected)`, Expected "de", Received "de, en-US". Related issue: #23732.
