Add partner agent configuration option with agent_id wiring to jobs API

Adds a new github.copilot.chat.cloudAgent.partnerAgent setting that allows selecting between different agents for cloud agent sessions. The selected agent is sent as agent_id in the jobs API payload when creating sessions.

• Added partnerAgent enum setting with options: __default_agent_copilot (default) and Claude
• Claude maps to agent_id: 2246796, default agent sends no agent_id

API Interface

• Added optional agent_id?: number field to RemoteAgentJobPayload

Implementation

• Exported CLAUDE_AGENT_ID constant (2246796)
• Added getPartnerAgentId() method that reads VS Code configuration and returns mapped agent_id
• Updated invokeRemoteAgent() to conditionally include agent_id in payload using agentId !== undefined check (handles 0 as valid value)

Testing

• Unit tests verify interface contract, spread operator logic, and edge cases including agent_id: 0
