As discussed in our team chat, we would like to remove the admin and user documentation from our repository and move everything into a single place.
That place is the https://github.com/nextcloud/documentation repository, where I've opened a pull request with the missing topics as well as updated documentation about debug logging (nextcloud/documentation#13993). That's why this PR removed both markdown files to avoid any more duplication.
The developer documentation will stay there, as the developer documentation over there only contains general information about app development and nothing about developing for specific apps. That's being documented within the specific repository for other apps within Nextcloud as well.
