Chrome's web-vitals library, which our web-vitals instrumentation uses under the hood, has a reportAllChanges configuration.
This currently isn't supported by our web-vitals instrumentation library. This doesn't seem difficult to add, but I wanted to ask if there was a conscious choice to not support this config or if there were any concerns.
