The new sitting calendar was agreed to on 10 October 2024.
This proposed calendar should be confirmed on the first day of sitting on 22 July 2025.

Drop tables if they exist, use an acceptable default start date where needed.
Use Drupal ruleset as base, disable a few that only generate spurious noise at the moment.
This matches what prod will run by way of Ubuntu 24 ("Noble")
