Backport [GR-71287] Reduce image size when using JFR.

This backports #12514

This should be relatively low risk since it substitutes out code that Native Image JFR does not yet support.
Tested with mx native-unittest.

Hi @roberttoyonaga, Thank you for taking the time to create this PR. Please note that we do not merge PRs in GitHub directly into https://github.com/oracle/graal/tree/release/graal-vm/25.0
Instead, we create and merge the backport PR internally, and it will be reflected in the release branch by the next CPU release date (scheduled for January 2026).
I'll create an internal backport request for this.

Hi, I'm afraid this was not approved before the freeze happened so it won't be part of January release

The backport request was approved and this is now targeting the April CPU release
