Right now if any of the executables do not exist in the system, the commit will fail, unless
--no-verifyflag is used. This has severily impacted my workflow of working on quick patches, as I am now required to spin up the devcontainer setup fully before I can write a commit. This PR makes the pre-commit checks first check if the executables are available in the current environment before running them.
