Replace the deprecated bare 'GPL-2.0' SPDX id (treated as GPL-2.0-only) with GPL-3.0-or-later, and ship the GPLv3 LICENSE text. Aligns with the pkc-js / pkcprotocol core stack. Authorized by cofounder / copyright holder.
