Release v1.33.0

• New cookbook recipe fylr_example:example_metadata:example-request-only-empty that emits a metadata JSON where every recipe field is the empty string. Drives fylr's recipe path in internal/api/object/file_metadata.go with empty-string inputs so apitests can exercise the "recipe ran but delivered no data" code path without depending on the ai-metadata plugin. Used by ticket #79607 to reproduce the cleared-weblink bug.
