Like done with other Metropolis step methods.
- Distinguish between prior use (not recommended) and likelihood use (allowed) - Explain why Wishart is problematic for MCMC sampling - Reference LKJCholeskyCov/LKJCorr as alternatives - Closes pymc-devs#8196
