This method is basically provided to bypass
sinter.collect, which cannot support post-selection due to an outstanding bug.This PR also removes the previous
get_logical_error_and_discard_ratesmethod (with ansat the end) to enforce the usage ofget_state_prep_diagnostic_tasks.
