Maxwell source cloaking paper input files

This PR is to include the Maxwell's source cloaking control paper's input files into MrHyDE for reproducibility testing.

List of changes

1. Reorganized proceedings paper and main paper files into a similar papers directory
2. Included all files for the main paper in a neat structure
3. Included helpful setup tips in readme file.
