[BUG] TOML keys not accepted as environment variables

Description of the Bug

Setting any kind of TOML key (ex. enable_playground=true does not take effect

Expected Behavior

TOML keys should work same as their non-TOML counterpart

Steps To Reproduce

1. Set a TOML key
2. observe it not taking effect

Additional context

ENABLE_KOREADER_SYNC seemingly is on by default unlike what the documentation says
