Fixes discussion comment DC_kwDOLlFk6M4A-iOd (radxa-docs#1553). In Debian 13, the liblz4-tool package has been replaced by the lz4 package. Updated installation instructions in Android low-level development docs for: cm5, rock3b, zero/zero3 boards (Chinese and English).
