This PR fixes failing website builds by removing unnecessary CUDA toolkit setup steps from the documentation build workflow. The CUDA toolkit is only needed for compiling the package itself, not for building the Sphinx-based documentation website.
- Removed unused CUDA toolkit installation and verification steps
- Updated GitHub Actions to newer versions (setup-python v6, gh-pages v4)
- Migrated from siacodelabs/setup-pandoc to the official pandoc/actions/setup
- Upgraded Python version from 3.11 to 3.12
