Skipping this gives a small performance improvement, and avoids having to escape what looks like numbered lists. Depends on speced/bikeshed#3186.

Personally I hope we can eventually move to being able to at least give contributors the option to write their spec patches all in markdown rather than needing to do any HTML markup. |

@sideshowbarker yeah, I think we might want to turn this on again, but in the initial conversion it makes things more complicated |
