…erPendingActivationStore` Move the UserPendingActivationStore effect + Cassandra backend to Wire.UserPendingActivationStore(.Cassandra). Inline CQL, zero deps. Rewire consumers (CanonicalInterpreter, Brig.Run, Brig.API.Internal/Public/User, Brig.Team.API); delete old modules; register in cabal.
