Description

This pr updates all dependencies and optional dependencies to exact versions, including dev dependencies and workflow action bumps. These changes should not introduce any breaking changes to the current setup.

I am leaving the ESLint upgrade to #201701, which should be merged beforehand.

This pr also adds the long needed package-lock.json.
